In Statement A (February 8), Lapid explicitly calls for a deal to be concluded without phases ('בלי שלבים, בלי פעימות' — without stages, without pulses), demanding the delegation go to Doha with full authority to close a complete deal. In Statement B (February 24), Lapid calls for advancing to 'Phase Two' of the deal ('לשלב השני בעסקה'), implicitly accepting the phased structure he previously rejected. These two positions on the same hostage deal negotiations are genuinely incompatible: one rejects phases entirely, the other endorses progressing through them.
